If you'd asked me, I would have told you I now package all CDs with TWO padded envelopes to avoid even minor breakage, and as long as people don't abuse the system, I never require them to send back stuff at their own cost, because that wouldn't be fair, and because I trust my customers.

It's economics that ordering any CD direct from the record label generally means this, yes. It's kind of unavoidable.
