Well, drive 1 *should* work by prepending "1:" to the program name, like

LOAD"1:SOMETHING",8

Without this an implicit "0:" is added.

In case you do not know/remember: these drives are meant for the PET/CBM series, *not* the 64, they will only work on the 64 with an IEEE-488 interface. They also use a different disk format (~1 mbyte per disk) which is not compatible ...

I had a look at http://www.system16.com and at the mame list iself, and the only ones that i can find and resemble that name are Street Fighter 2 Turbo and Street Fighter Alpha (and their respective sequels/prequels).
